So I finally drilled the holes, BUT this happened. Is it good or is it too damaged and just get another tank? Thanks for the input.

Well what side is the flange going on? That's the side that determines seal....regardless which way it goes in.

That's what I was thinking. That damage is to the outside. So the inside of the tank chipped very little as seen on the first picture, the bottom half. I was concerned with failure from a crack though I dnt see anything coming off the edges. I'll inspect it closer.
Could I use silicone?

The bulkhead has a decently large oring -
If you are really concerned with it, use some reef safe silicone on the back side when you put it on and let it cure. But it probably won't leak.

Look into using 3M Co 5200 marine adhesive. It's really slow to cure fully, but once it has, it's nearly indestructible!
