Recently rebuilt RODI unit with new filters & lines. Now the RO Membrane is draining (siphoning out of the waste water line, unit is higher than the drain) when the water flow is turned off. Normal? Any issues with the RO Membrane drying out?

Hm. How's it getting air?

Water can't evacuate a sealed container without something replacing it... more water, air, something. It's not going to create a vacuum from gravity pressure.

If the water is really off, no water getting in, no water getting out (clean exit), it shouldn't be draining, unless there is an air leak in the system somewhere.

Check your connections, I'd guess something is leaking.
