I recently took a tank in from my mother that had cracked. We moved everything to a smaller tank. At first we only put a couple pieces of rock in and left the rest out in a tote. Now we think we may want to put more in. It’s been about a month anything on the rock would be dead. What can I do to make this usable again or is it better to just buy new?

Rinse it really good, monitor nutrients and keep doing water changes.
 
If there was no powerhead in the tote then I would not use the rocks, organics will have died and melted into sludge by now IMO. IF there was a powerhead it should be ok.
