my 2 banggais just flat out don't get along the bigger one is constantly after the (slightly) smaller one. I'm assuming they are the same sex.?.?

Could be, or it could just be that they are aren't a bonded pr. Bangaii cardinals are intolerant of other bangaiis unless they are bonded.

Lol yea their far from bonded-- there's no amount of marriage counseling that will help these two. It's like a bad episode of Jerry Springer.
Are there any tricks that you've tried or heard of to get them to bond? I feel bad for the little guy and it's not that he/she is that much smaller. Thanks for the info and anything else that may come to mind.

Not much you can do except remove one so that there is not a fishy murder.
