Sealing Stand with Silicone

I'm getting ready to seal and paint the inside of the tank stand. I have Kilz complete to"paint" the inside. Question I have is should I seal joints first or after painting? Does it matter if I use bath and kitchen Silicone since it is not in the tank?

Sorry if this was answered I scrubbed through some build threads but couldn't seen to find this question and other searches were for silicone use in tank.

My personal order:
1. Fill cracks in with wood glue OR liquid nails.
2. Paint
3. Seal

Don't use kitchen and bath silicone, paint will not bond to it.
I prefer alex plus, paintable.
I prefer to caulk first then prime, and kilz will bond well and seal, but if you want to shed water and really seal properly a finish coat should be applied after kilz

What would you use as a finishing coat? I have polycrilic from another project.

I used appliance epoxy paint as the top coat. Water just sits there. Nice slick surface. :)

Any semi gloss would be fine, as long as you are matching water to water base, or oil over water base, I prefer water based products.
Epoxy is pretty durable stuff, many use that appliance paint
