That's really bad news for any benthic species. If the puffer is already showing an affinity for soft fleshy coral polyps that a red flag that he will definitely be going after anything that he can that is soft and fleshy, which any shark's fins would be a prime target.
He has shown no aggression towards anything not even towards the damsel or clown that try to chase him.

He won't be interested in scaley fish, but sharks which are cartilaginous are his favorites. They are benthic and nocturnal which means during the day they won't move much if any. Easy target for nips from a puffer. You may never see it but it will almost definitely happen. You might not even notice nip marks until they are significant.
