So my new tank has been cycled since around June and I have transferred my not so doing well trachy over couple weeks ago and it’s gotten better. I had been ghost feeding the tank with mysis, reef energy and tested a few times with zero nitrate, ammonia and about .06 phosphate.

Now since about 3 days ago, all the sudden the water gotten a bit cloudy and my trachy coral is not doing good, not opening. I am guessing it’s a mini bacteria bloom?

I just did a 15% water change and added some new carbon.

I don’t think I will have any fish in the tank anytime soon to produce any nitrate, would it be wise to dose nitrate to bring it to around 3-5 and continue my reef energy dosing daily?

what are you using to test nitrate?

If you don't have many corals in the tank, and you're feeding, I doubt you have 0.
Salifer. I am suspecting that my refugium is doing too good. I had a lot of corals and fish. Since I dosed neonitro 3 days ago, it’s now at around 2.5ppm in my old tank.

my new tank is like 1?

Does the new tank have a skimmer? Turn that off for a bit. I guess what I'm getting at is before dosing nitrate, consider dialing down nutrient export first and see if that solves your problem.
