Skimmer Depth ?

I have a SWC Extreme 180 Cone Skimmer which I've owned for more than a year. And for some reason, after the break-in, it's never been consistent. My thoughts were the reason for this inconsistency maybe I had the skimmer raised to high. Don't get me wrong it's a great skimmer, from the many skimmers I have owned. But every time a clean the waste cap or clean the entire skimmer. I have to dial it in to get the right level. I remember that I saw somewhere the skimmer recommended depth about 7". I just went to their SWC site and on my skimmer its recommended water depth 7-9 inches.

So does that mean from the bottom of the sump to the water level, the skimmer should not be submerged no more than 7-9 inches!

The skimmer shouldn't be submerged more than 7 to 9".... Is your water level constant in the sump or is there turbulence from the drain or evap???
