I made a Skimmer for my 2 1/2 again dwarf tank. I added a sponge to the bottom that came with my jbj. The bottom just hovers the bottom . And hopefully the sponge will stop ponies from getting sucked up.

I really like the design, but IMO I would get a smooth sponge (like what is used in a sponge filter) for the bottom of it and you should be able to turn it up pretty high, the sponge wont let the seahorses get sucked up and wont suck them to it like the course sponge you are currently using, I just got started with dwarfs a month or so ago but I have a read a ton and I have read of people using similar sponges like what you are using and them acting like Velcro to the ponies and once they hit it they cant get out and we all know what happens then. I run a small DIY sponge filter in my dwarf tank and haven't had any issues with the ponies getting stuck, and sometimes I run it pretty high to clear up the detritus when I blow it around. Here is my DIY filter so you can see the sponge I am talking about.
