Skimmer problem!

I just picked this SWC200 up with the PSK2500. I'm not getting very good flow into this thing and don't know if its a bad pump or what. It rattles and I have to shake it around to get it to start pumping but there's not very much flow in the skimmer body. I can change the water level inside the body but that's about it. Help! Here's a quick video.

The Sicce pumps are typically very reliable. I'm assuming this is used??? I'd begin by pulling the pump apart and soaking in vinegar. Also inspect the pinwheel, magnet and shaft to assure everything looks OK. I'd also soak the volute in vinegar as well. The air hole gunks up with some precipitate and that will effect how air is drawn into the skimmer.

But having to bang the pump around to get it started doesn't sound good.
