Skimmer question

What is the reasoning behind placing the skimmer? Most people I have notice have it near where their water flows into the sump. Wouldn't it be better by where the water leaves the sump?

Its mostly put there to get the most out of it removing what it can before it gets to the Macro Algae portion of the filtration.
