Skimmer troubleshooting

I have a Nyos skimmer that when running works like a champ. The problem I have, and it's minor, is that the skimmer will not work correctly when powered on. I can hear the pump but it's not producing bubbles or lift into the column. This fix is if I lift the skimmer to the point the water drains just to the pump level, it'll kick in and produce microbubbles and then work as intended until power is removed.

I have removed the skimmer, cleaned the housing, removed the pump and cover to the impeller and cleaned. I did not treat with vinegar or any other soak/cleaning solution.
I have read some troubleshooting regarding clogged air intake, but I didn't think this was hitch since once it's lifted to the point of producing bubbles and replaced on the sump bottom it continues to work as it should.

Anyone have this happen, pump going or something I'm not considering? Again, not a major problem but I started dosing AB+ and wanted to program the skimmer to turn off and back on around the AB+ dosing.

Here is an idea…

I wonder if the air intake is clogged with water, the vacuum is not great enough to clear it. Once it is drawing air, the vacuum is sufficient to keep the airline open.
