Slime on coral

This green/yellow slime is on one of my coral frags and i don’t what to do. One of the frag’s arm is stunted as shown in the photo and i don’t know what that is caused by.
Any help would be great.
 
Try blowing it off with a turkey baster. If it's shedding it should just come off but if it's dying some big chunks might come off the coral.
