I've always used Liveaquaria for minimum tank size. A quick look and dependent on variety, 20 - 30 gallons.

The Wartskin fits in a 20 gallon.

A wartskin(warty) is a good beginner angler, although anglers are really not for a beginner. They take specialized care and are not the most exciting fish on a daily basis, so they also take a hobbyist that truly understands their allure. A warty would be comfortable in a 20g, and ideally a species tank set up explicitly for him. You can do more research starting on this forum, there's an angler showoff thread that has tips along the way, and many other threads throughout you can search for, to see if this is really the fish for you.
