My snowflake wouldn't host at first either. Luckily I had a normal clown too that hadn't been established to long and took the occelaris back for another that was hosting a nem in the fish store, and after I got my nets set up like a fence around the clows so they could only swim in the area of the nem they both finally hosted, still at first the snowflake really just looked at the nem like it was confused but watched my smaller occelaris and after about 30 mins decided it would host too. before they were hosting the corner and my overflow box
