Snowflake eel new tank build

I’m building a new tank. I’m wondering how deep of a Sand bed I need for a snowflake eel and if I should use pvc pipes or just rock work. Also what fish can I keep with one. I know I’m tangs, copperband butter fly and a wrasse. My question is can you keep anthias with them and diamond goby and fire fish? If not what are some good sand turners for a tank then? Also, which point do you add them? First last in the middle.

I think you'll be just find with smaller fish.

I had a Skeletor (similar) and it never bothered anything small fish wise.
