Spot on duncan

Was wondering what this is and if it's normal? It's a bubbly looking growth underneath the top head of my Duncan. Didn't know if its growing a new head, or if somethings wrong.

Looks like sponge growth. I would take a toothbrush to it and brush it off into a container
