I have a smallish female spotbreast angel that's been in the tank for about 6 weeks.

This morning I added a smaller fairy wrasse and black line blenny and the angel has been relentlessly chasing both of them.

It's only been an hour, should I intervene or give it time? I hate the idea of having to give up the angel, but I have a few more fish I was planning to add.

Like the emperor and koran, they Can get temperamental. Give it time - yes.
Tolerate it- no. Turn light intensity down a little and see if fish goes into hiding a little. Some nori seaweed may keep it busy for a little bit also
