Spots on Foxface's fin

What's this and how to treat?

Hopefully you can see the spots on the fin. Is it flukes?

Kindof hard to tell by the pic. I could be wrong but i think flukes are a tan/brown color....

Not slimey but it looks better tonight...hopefully it is going away. Sorry about the lousy picture. But, it is the best I could do with the camera on my phone.
