I want to create a small return chamber in the sump. Could I place a tote inside the 150gallon stock tank and have it overflow the sides to fill that “chamber” then put my ATO sensor on there. My worry is how much fluctuation I’ll get just having the whole stock tank for keeping filled off the ato.

that approach would work, but it would also be very noisy
 
I have my stock tank sump draining into a 20g brute trash can which is my return chamber. I just drilled the stock tank and added 2 bulkheads so I have a main drain and and emergency drain.
