If there is any room for water to transit between sections, your dad is right. I'd go ahead and do it now so you don't have to do it once there's water in there. Better safe than sorry IMO.
Its fine on that divider. No glue needed on the bottom.
There is no cascading effect and both sump chambers will be @ the same water level due to the slits mid way up your baffle.
Your bubble trap before the return pump should be glued on the bottom though. Aka the next baffle set.
One has space on the bottom on purpose so dont glue that
