Sump issue ato malfunctions

So my ato is located in my return pump section of my sump but the micro bubble catcher fill up with bubbles and restricts flow causing the skimmer chamber water level to raise this takes water from my return chamber which my ato then replaces... and in 3 days I drop from 1.25 to 1.22
I then pull out the foam bubble catch that lets all the bubbles out and when placed back in its spot the water level in my return is now 2 inches taller I unplug the ato till it evaporates to the correct level and my salt is back at 1.25
Why is this happening what can I do to remedy this with out constantly cleaning the bubble catch

Can you use something like spaghetti mat instead of the foam? let me look up what BRS calls it.
You can cut it with scissors.

It’s a light foam that came with the sump but I’ll try any thing to fix this I removed it and I get a little micro bubbles
