I have a set of 10 Instant Ocean HoldFast Epoxy sticks and 4 BSI IC-Gel tubes. This combo is the best method for securing frags to plugs or live rock and also for securing live rock aqua-scape. Start by mixing the epoxy and then placing a small amount of gel on top. Insert the frag and you are good to go. For aqua-scaping, follow the same procedure but place gel on both surfaces that are in contact with the rock.
