Im at a loss. Not only doesn't my Cheato grow, but my nitrates are high...with no fish in my tank.

You've got a weird situation there. Why run chaeto in a tank with no fish? Are you specifically trying to grow chaeto for sale or something? It really shouldn't even be necessary in a system without fish....I duno how it would ever get enough nutrients to grow.

FYI, lack of phosphates in the water is still the problem. If you don't already have a thread tracking your tank/issue you should make one and link it here and/or PM it to me.

Im running cheato/pellets whatever because my nitrates are above 40...with no fish in the tank for the last 12 weeks. It's browning out my coral and there is no logical explanation why its even remotely high. Nothing is working to lower it. I've changed over 100 gallons of water in a 250 gallon system over the last two weeks and still its high.

If you un-limit phosphates (remove extra drains on it like GFO or carbon dosing and maybe also dose liquid phosphates), growth all over the tank will resume and nitrates will be used up in short order.

I think you have to dose phosphates, even biopellets need phosphates to start removing nitrates.
I've experienced that first hand

I did stop the ROWAPHOS, should I completely stop the biopellets?

I would.....they're not goingt o help you get on top of the problem. They may even have some negative side-effects.
