In the future, , , , its 1ml per 10 gallons - not per gallon
To clarify, 1ml per ten gallons is 25ppm, and that is used for a static, 24 hour bath. He was doing 30 minute dips. For that the highest dose should be 167 ppm or about 0.6 ml per gallon, for 45 minutes.

These are more likely protozoans - if there is rapid breathing, it would be velvet. If the fish is still eating and not breathing fast, there are types of ich and relatives that can look like this.
Has the fish gone through copper? If it were my fish, I would run it through a course of coppersafe.

The fish had been through copper. I used copper power at 2.6

How long was it at 2.6?
Anything "wet" added to the tank after the copper? New fish, invertebrates, etc.
