Tank restart

My tank has had a diotom outbreak since day 1. I have attempted everthing to eliminate it. So i am wondering about doing a restart, or doing like a 75% water change. What is the opinion on this, and how would this effect my fish. Corals not to concerned with, I have a 2.5 gal I can put those into. So just looking for advice. Thanks

Gosh it seems like if you have been having diatoms for three years that you need to figure out where they are coming from. Otherwise restarting your tank isn't going to help.

What kind of water, food, supplements do you use?
