It can be either. Some elements of flow, lighting, room for fish, room for corals, etc. are dependent on display tank size, where as other elements (such as dosing, filtration, etc.) are more dependent on system size.

So when I’m looking at dosing, it’s best to use the system size as the reference?

I’m currently using Red Sea’s online tool to see what I’d need for the size tank I want.
