I personally go higher. I fill standard tanks like that up past the top plastic rim, I think that looks the best, and I've never had a problem doing that. Your Hang On Back filter will be quieter too ;-)

Depends on what you are trying to do.....if you want a lot of wave like water movement, than it is fine. I personally would go at least to the bottom of the plastic so you don't see the waterline.

oh, that must be so noisy with the water dropping down so far from the hob!

Add more rock. Once you've added more rock, the water should raise above the plastic rim, then it will be perfect.
