Technical Q about PAR38 bulb

I have the flood light bulb pictured below and I am trying to use for my refugium. The part circled in red stays exposed after installing it in the socket I have installed. Can anyone tell me if that area is "hot" with electricity? is it meant to be covered?

Usually those kind of lights screw into a larger housing (one for a floodlight, for instance). I couldn't say for certain, sorry.
