Does anyone know how to program The Plank Autofeeder this to apex 4x a day?

Ya you just plug it to an outlet and you oripogram your outlet to turn on and off however many times a day. Mine run 4 times a day and for 5 minutes each time. But that will depend on what kinds of fish, how big your tank is
