thermal paste not setting?

So I am building some new leds and my old tubes of thermal paste from my last build were dried up so I ordered some on ebay.
The new stuff doesn't seem to set and remains greasy. It was labeled as thermal grease paste so I thought it would work. Anyone know hoe to get this stuff to dry?

I would say that you ordered thermal grease which will not harden. The thermal adhesive should be in 2 separate syringes and you mix equal amounts together. It will be like this Arctic Silver Arctic Alumina 5g Thermal Adhesive Set AATA-5G - Newegg.com

This. Thermal paste/grease is what you layer between something that is being attached via screws or the like. Thermal adhesive is what you use when not using screws or anything else holding it down.
