There needs to be a waterfall so to speak between your tank and the inside of the overflow. What I meant is in your setup I could not see if there was some way to adjust it, if there was too much water in the whole tank or whether there was a blockage of sorts in the filter
I wound up lowering the section where the return lived seeing as that's where the ATO refills, and regardless of how much I lowered that, it did about 0.5" from the blue lip to waterfalling into the filter floss. Overall, I say that's a huge improvement though, appreciate the suggestion! Now the water evenly flows on all sides down into the filter floss as opposed to bumping up against it at the top, and floating right back out. I haven't noticed the film since.
