How ever did they get planning permission to build it round a tree or don't you need planning permission in the US ?

Long, long ago, in a land far, far away lol, they did allow people around here to do stupid things like this. Even after they changed the laws, since it was already done it was "Grandfathered in" which in essence means since it was already there, they didn't have to take out.
