Toadstool help

Will my toadstool grow polyps all over itself or only in certain places... as you can see there are alot of dots on the coral but only a few are longer with polyps at the end, will this ever change?

You may get a few more, but it already looks like you have quite a few on the one pictured. Nice coral, btw!
