Tomini tang with the shimmies

So I have all my fish in qt since I had an outbreak of ich. I'm halfway the qt time and I bought a beautiful Tomini tang. In his third day I saw him scraping once in a while against the pvc elbow I have in the qt. Now a week later he has blotches on his body like huge stains on him. Then a day later he started rocking heavily front and back. I googled the symptoms and see it's called the shimmies or shimmying.

He's eating great... I'm giving him flakes, brine, nori... With Selcon vitamins and garlic.

What should I do? I can't put him on my Dt since it's not ready....

Did you see an ammonia spike after introduction of the fish to the quarantine?

I had some ammonia but pls bear in mind that he started acting weird like after 6 days. Right now what I see is him rocking back and front like crazy and these weird patches on him. He's eating great...
