Torch coral middle branches dead?

Can someone please tell me if the middle branches of this torch coral is already dead?

Is it possible to cut the dead branch? Cut it in 3 pieces and keep the healthy end parts?

You can definitely cut it, the parts that are white below the head are still live flesh. Below that is just skeleton that can be cut or broken apart. It looks like plenty of skeleton to split it.

It won’t affect anything to leave as-is though, once they grow apart like that they are separate corals that can survive on their own.
