I know it's hard to see but this little guy tentacles seem weird stretched like that is that normal?

Wouldn't say abnormal, but the translucent over extended generally is over extending. It may be from attacking a neighbor coral it is sensing or too much flow. If the side opposite the flow shows the outline of the skeleton edges under the flesh head. You have to much flow. If it is in attack mode it will return to normal tentacle length

Looks like there might be a little too much flow, how much is there?

46 gallon tank with a 400gph power head and a 300 at each end I have a hob skimmer and a marine land 350 bio wheel filter

Try moving it somewhere with a little less flow, torches need flow but too much can stress them
