I recently purchased xr15 g5 blues they are less than 3 months. If I sell the lights and provide them with the original purchase receipt can the warranty be transferred to the new owner?

No it cannot be transferred

Interesting, I wouldn't have thought it would matter if you still had the original receipt. That's pretty brutal especially when it's only a 1 year warranty to begin with.

I always tell buyers of my used gear that has warranty remaining that I will help them in the event something goes amiss. i also always ask for the original receipt if i am buying something that has remaining warranty time. Never have needed to do either, but seems like common sense to me. The reality is that problems tend to occur as equipment ages, not when it is new. A warranty is designed to protect buyers from early manufacturing defects, not usage-related deterioration over time.
