Turn of skimmer and pump when pump not drawing power?

Is it possible to program Apex3 Pro to turn off the skimmer if the return pump is not drawing power? I have the skimmer programmed to turn off if the return pump is off but a few days ago I turned off the pump with it's own controller and the skimmer went on it's merry way and overflowed the cup into the sump. I would think with the power monitoring I should be able to react to the drop in power consumption on the EB return pump outlet. Yes, no? If yes anyone have an example?
