Turning off the blue...

I've often read posts where the comment is to retake the picture "with the blues off". I understand what this means and why we would want to do it. But I am not sure how or where this is done. Is it a change in the camera's settings?

you could use a yellow plastic filter or orange filter in front of your lense.

It's a change in the light usually, it would mean with actinics off in the old days and now a days it means turning the blue channel of LEDs down or off.
