I would to keep Twin Spot Goby, Yellow Clown Goby, and Tail Spot Blenny in small tank about 20 gallons.
Will it be too small for them to be in same tank?
 
I keep lots of gobies together. It’s a bigger tank, but they don’t bother each other. I think those 3 would be fine.
 
A 20 gallon is too small for a twinspot goby, they need a larger tank & tons of food, they’re sand sifters, the other 2 should be fine, hope this helps

As ok.
Liveaquaria recommendation was 10 gallon minimum but I guess it's not really suitable for small tank. It says difficult level to care. Any other fish recommendation for sand shifter that can be in small tank?

Try a captive bred rainford goby
 
Can I recommend a pair of gecko gobies Priolepis nocturna?
Initially shy, but in a small tank with mellow tankmates you’ll see them frequently as they flutter around. grabbing food.
