What does the message unable to complete due to low memory mean when we are trying to upload photos mean?

Usually low memory means you have low ram storage the best thing to do is to use app killers if you are rooted or just close apps when you are done with them aka instead of using the home button press the back button
All you have to do is go into developer tools and uncheck the box which says don't keep activities.

This may be an older policy but I think I remember reading something about partner members getting more storage capacity for videos and such. Not sure if that still hold true after the recent upgrade but may be worth looking into.

You can also upload as a video to youtube and just copy the link onto the forum.
