I know about sump skimmers (I have a canister filter not a sump, HOB skimmers( I have no room for) and intank skimmers ( Unappealing). Is their a skimmer to go under my tank like a canister filter? Maybe I can rig one to work under my tank by using a powerhead ? Any recommendations?

It would have to be like an external recirculating skimmer... but since skimmers are not sealed units like canister filters (they have to have air exposure to collect the skimmate, and pull in air to make bubbles), if power is lost to the pump pushing back into the system, then it would drain your tank down to the level of the input pipe.

I do not think it would work. Skimmer function is largely based on water level and air intake. If you could get enough air into the intake, the Skimmer would have to overcome gravity, pumping water well above the Skimmer cup without overflowing, which, if possible would be breaking laws of physics.
