Unhappy Frog Spawn with weird red things growing on it

I have 3 sets of frogspawn in my tank (30 gallons) and one of the heads on one is really unhappy. There are three heads on this section and only one is unhappy. I noticed a bunch of these hard tubes with little red polyps growing on the side, could this be what's making it unhappy? Picture of my happy frog spawn and the unhappy one (I had just moved the unhappy one, the other 2 polyps are usually much bigger)

Those look like little red feather dusters. They could be irritating the frogspawn growing that close to the flesh band for sure.
