Using a skimmer for as a ozone reactor

I’ve already lifted this skimmer about 5 inches off the sump floor, it’s only about 5 inches in. States needs to be 8-10 to work, at 5 it is still trying to get skim in the cup. How far out of the water are you guys leaving your donor skimmers for ozone?
