Uv pump issues

Hi guys I’ve purchased a 55 watt uv. And am aiming for 250-300 gallons ph flow rate. Running the uv thru pvp piping in and out from display. Added a pump with a speed of 1000 litre per hour. After installing the apex flow sensor it got a reading of 700 gallon per hour rate. Which is far from my target. What’s puzzling is I’m already using the smallest pump which is rated at 264 gpu, how can it b pumping 700 gph in flow?

Is the plumbing size set correctly?
