UV steralizer bulb flickering

My uv steralizer bulb is blinking. It is a brand new aqua 8w bulb from foster and smith and my uv steralizer says aqua 8w, however the bulb i pulled i replaced was about 3 inches longer but they both say 8w. could this be the problem?
