Uv sterilizer warm near top. Is this normal ?

Have an Aqua 57w Uv sterilizer. Is it normal for it to be warm to the touch near top of unit. Here it is. Warm to touch near light.

I shut it off somehow I feel like it shouldn’t be warm at all

That kink in the line is very suspect, that could really be restricting flow and over heating the unit from lack of proper flow
