Valentini Puffer Spots?

I bought a Valentini puffer about a week ago and he is currently in my quarantine tank. He's eating well and acting normal, but I've noticed some brownish spots on his under belly, about the size of a grain of sand. They aren't anywhere else and he doesn't seem to be affected by them. Is this normal or should I be concerned?
