Should I do a small water change & vacuum sand while fighting prorocentrum Dino? Currently dosing water glass daily. See parameters below.

I would wait it out til you start getting some algae’s and diatoms and diversity growing first to help replace the dino problem.
Be patient. I know they are annoying and it’s scary watching the phos level that high , but in reality it isn’t that high . Plus your nutrients are in balance which is more important I truly believe. Your ratio is good.
